  系統將接收到的衛星電視信號通過視頻采集卡，把它采集成mpeg文件，再根據節目內容將mpeg文件分段成小的節目素材文件并建立檢索索引，然后將它傳遞到光盤庫服務器；光盤庫服務器負責光盤的管理，它一方面將節目素材文件刻錄到光盤上，另一方面為客戶機提供在線訪問服務；客戶端根據一定檢索條件進行檢索，獲得所需的節目素材文件，并下載到本地，本地的媒體編輯軟件直接對mpeg文件進行編輯，生成新的節目。
